On April 28, the <strong data-start="204" data-end="240">Arizona House of Representatives</strong> approved two critical bills that pave the way for the creation of a <strong data-start="309" data-end="339">Bitcoin and crypto reserve</strong> in the state.</p>
<p class="" data-start="355" data-end="825">The first bill, <strong data-start="371" data-end="400">Senate Bill 1025 (SB1025)</strong>, also known as the <strong data-start="420" data-end="464">&#8220;Arizona Strategic Bitcoin Reserve Act,&#8221;</strong> <a href="https://www.azleg.gov/videoplayer/?clientID=6361162879&amp;eventID=2025041068" target="_blank" rel="noopener">passed</a> the House with a vote of 31 to 25. This legislation allows up to 10% of the state treasury’s funds to be invested in <strong data-start="589" data-end="611">virtual currencies</strong>, particularly <strong data-start="626" data-end="643">Bitcoin (BTC)</strong>. SB1025 also includes provisions for Arizona to include its assets in a <strong data-start="716" data-end="754">national Strategic Bitcoin Reserve</strong>, should one be established by the <strong data-start="789" data-end="824">U.S. Department of the Treasury</strong>.</p>
<p class="" data-start="827" data-end="1226">The second bill, <strong data-start="844" data-end="873">Senate Bill 1373 (SB1373)</strong>, passed with a vote of 37 to 19. It establishes a <strong data-start="924" data-end="967">&#8220;Digital Assets Strategic Reserve Fund&#8221;</strong>, designed to manage both budget allocations made by the state legislature and <strong data-start="1046" data-end="1100">digital assets seized through criminal proceedings</strong>. With this framework, Arizona aims to manage not just Bitcoin but a range of <strong data-start="1178" data-end="1203">digital asset classes</strong> in a strategic manner.</p>
<p class="" data-start="1228" data-end="1560">Both bills had previously passed the <strong data-start="1265" data-end="1283">Arizona Senate</strong> on February 27. As there were no amendments made in the House, they now await final approval from <strong data-start="1382" data-end="1406">Governor Katie Hobbs</strong>. Although Hobbs had previously stated she would not sign any bills without a bipartisan budget agreement, recent developments suggest she may reconsider.</p>
<h3 data-start="1562" data-end="1893">Arizona Takes Legal Steps on Bitcoin Mining</h3>
<p class="" data-start="1562" data-end="1893">Another key bill, <strong data-start="1635" data-end="1646">HB 2342</strong>, is also heading to the governor’s desk. It protects individuals who engage in <strong data-start="1726" data-end="1744">Bitcoin mining</strong> or operate <strong data-start="1756" data-end="1776">blockchain nodes</strong> from municipal and county-level restrictions on zoning and usage, especially when conducted from private residences.</p>
<p class="" data-start="1895" data-end="2285">Meanwhile, <strong data-start="1906" data-end="1944">former U.S. President <a href="https://coinengineer.net/blog/nexo-reenters-the-us-market-with-support-from-donald-trump-jr/" target="_blank" rel="noopener">Donald Trump</a></strong> and several <strong data-start="1957" data-end="1981">Republican lawmakers</strong> have pushed for the creation of a federal-level <strong data-start="2030" data-end="2059">&#8220;Digital Asset Stockpile&#8221;</strong> and <strong data-start="2064" data-end="2096">&#8220;Strategic Bitcoin Reserve.&#8221;</strong> <strong data-start="2097" data-end="2131">Wyoming Senator Cynthia Lummis</strong> introduced a bill that would allow the federal government to hold over 1 million <strong data-start="2213" data-end="2220">BTC</strong>, including assets acquired through civil or criminal forfeiture.</p>
<p class="" data-start="2287" data-end="2561">If Governor Hobbs signs these bills, <strong data-start="2324" data-end="2335">Arizona</strong> will make history as the <strong data-start="2361" data-end="2433">first state in the U.S. to legally establish cryptocurrency reserves</strong>. This move could position the state as a national leader in both <strong data-start="2499" data-end="2527">crypto investment policy</strong> and <strong data-start="2532" data-end="2560">digital asset management</strong>.</p>
<p class="" data-start="2563" data-end="2810">The recognition of cryptocurrencies as <strong data-start="2602" data-end="2622">strategic assets</strong> by governments is opening the door to a new era in the sector. Arizona’s initiative could significantly accelerate <strong data-start="2738" data-end="2788">institutional and public acceptance of Bitcoin</strong> in the United States.</p>

										<content:encoded><![CDATA[<p class="" data-start="68" data-end="284">A new bill in <a href="https://coinengineer.net/blog/cme-group-expands-crypto-suite-with-launch-of-xrp-futures/"><strong data-start="82" data-end="99">New Hampshire</strong></a> that would allow the state to invest a portion of its funds in <strong data-start="163" data-end="181">digital assets</strong> and <strong data-start="186" data-end="205">precious metals</strong> has passed a second committee review and is now headed for a full Senate vote.</p>
<p class="" data-start="286" data-end="550">Introduced in January, <strong data-start="309" data-end="336">House Bill 302 (HB 302)</strong> was reviewed in a second Senate committee on April 23 and passed with a 4-1 vote. The bill aims to allow the state to make investments in <strong data-start="475" data-end="495">cryptocurrencies</strong> with a market capitalization of over <strong data-start="533" data-end="549">$500 billion</strong>.</p>
<h3 class="" data-start="552" data-end="582">What Does the Bill Entail?</h3>
<p class="" data-start="584" data-end="976">HB 302 grants New Hampshire the authority to invest <strong data-start="636" data-end="664">10% of its general funds</strong> in <strong data-start="668" data-end="688">cryptocurrencies</strong>, but only those with a market cap exceeding <strong data-start="733" data-end="749">$500 billion</strong>. At present, the only digital asset that meets this criterion is <strong data-start="815" data-end="826">Bitcoin</strong>. If the bill passes, the state treasurer would be able to allocate funds to Bitcoin, potentially earning significant returns for the state&#8217;s coffers.</p>
<h3 class="" data-start="978" data-end="1004">Opposition to the Bill</h3>
<p class="" data-start="1006" data-end="1446">Democratic Representative <strong data-start="1032" data-end="1047">Terry Spahr</strong> opposed the bill, arguing that it was unnecessary. Spahr suggested that the state treasurer already has sufficient authority to manage the state&#8217;s investments without the need for this legislation. However, Republican Representative <strong data-start="1281" data-end="1297">Jordan Ulery</strong> pointed out that the investments could yield substantial profits for the state and noted the potential benefits of investing in assets like Bitcoin.</p>
<h3 class="" data-start="1448" data-end="1482">Other Blockchain-Related Bills</h3>
<p class="" data-start="1484" data-end="1779">In addition to HB 302, New Hampshire is also considering two other <strong data-start="1551" data-end="1565">blockchain</strong>-related bills. <strong data-start="1581" data-end="1591">HB 639</strong> addresses dispute resolution through blockchain technology and regulatory frameworks, while <strong data-start="1684" data-end="1694">HB 310</strong> focuses on the <strong data-start="1710" data-end="1747">tokenization of real-world assets</strong> and the use of <strong data-start="1763" data-end="1778">stablecoins</strong>.</p>
<h3 class="" data-start="1781" data-end="1816">Arizona&#8217;s Bitcoin Reserve Plans</h3>
<p class="" data-start="1818" data-end="2068">New Hampshire’s move comes at a time when <strong data-start="1860" data-end="1871">Arizona</strong> is taking a more aggressive stance by exploring the creation of a <strong data-start="1938" data-end="1967">strategic Bitcoin reserve</strong>. If Arizona proceeds with its plan, it could become the first U.S. state to implement such a policy.</p>
