<p>Additionally, Binance and CZ contend that the laws governing these agreements and consent decrees, such as the Bank Secrecy Act (BSA) and the International Emergency Economic Powers Act (IEEPA), differ from securities laws enforced by the SEC. This strengthens the claim that the SEC overreached its jurisdiction in this case.</p>
<p>In a separate filing, Binance specifically addresses the application of securities laws and argues that they should not apply in this case as they are not relevant to the allegations in the agreements and consent decrees.</p>

Former CEO of Binance, Changpeng Zhao, known as &#8216;CZ,&#8217; cannot return to the United Arab Emirates, where his home is located, following his guilty plea for violating the Bank Secrecy Act. A federal judge in Seattle rejected Zhao&#8217;s request to return to the UAE on Thursday night.</p>
<p>The judge&#8217;s decision came despite Zhao admitting his guilt and posting a $175 million bond. The bond included cash deposited and assets pledged by custodians and guarantors. However, prosecutors argued that Zhao&#8217;s immense wealth and lack of connection to the U.S. posed a flight risk.</p>
<p>Judge Richard Jones of the Western District of Washington agreed with the Department of Justice, stating that the possibility of receiving up to 18 months of imprisonment and the absence of an extradition agreement with the UAE justified the travel restrictions. While Binance CEO Zhao could face a minimum of 10 months in prison, the judge also acknowledged the possibility of a longer sentence.</p>

<p><strong><a href="https://coinengineer.net/blog/binance-ceo-cz-resigned-binance-will-pay-the-fine/">Changpeng Zhao</a>,</strong> known as CZ, admitted guilt last month to anti-money laundering and sanction violations after years of investigations by federal regulators. In conjunction, Binance agreed to a $4.3 billion settlement, one of the largest corporate deals in history. Additionally, Zhao accepted a $50 million fine and resigned from the CEO position.</p>
<p>Last week, <strong>CZ resigned as the Chairman of the board of <a href="https://coinengineer.net/blog/binance-us-announced-suspension-of-us-dollar-withdrawal-operations/">Binance.US</a></strong>, effectively eliminating his influence on Binance.US&#8217;s management and reducing the exchange&#8217;s interest in the U.S. to a purely economic one.</p>
