										<content:encoded><![CDATA[<p>The chief executive of <strong>Binance, Richard Teng,</strong> said the business plans to add 1,000 staff members by the end of 2024, Bloomberg reported Wednesday. Most of the new employees of the corporation are meant to grow its compliance team from the present 500 to 700 individuals.</p>
<p>According to the study, the biggest cryptocurrency exchange worldwide is anticipated to spend over $200 million this year on regulatory compliance alone, including initiatives in the United States following the plea deal with the Justice Department and other authorities.</p>
<p>In 2023, <strong>Binance</strong> signed a plea agreement with the Department of Justice after the former CEO Zhao agreed to pay criminal charges for failing to stop illegal actors from engaging in crime-related operations on the platform, among other crimes. A U.S. judge approved the plea agreement in February of this year, mandating <strong>Binance</strong> to pay penalties totaling $4.3 billion.</p>
<p>The trade is still juggling a separate complaint from the Assets and Exchange Commission, claiming <strong>Binance</strong> sold financial assets without appropriate registration.</p>
<p>According to <strong>Teng</strong>, two monitors assigned by American agencies—Sullivan &amp; Cromwell and Forensic Risk Alliance—have already started evaluating the financial statements and transaction tracking of the exchange.</p>
<p><strong>Teng</strong>, who replaced co-founder Changpeng Zhao as CEO last year, said <strong>Binance</strong> is getting more and more inquiries from law enforcement organizations all around—63,000 so far in 2024 compared to 58,000 last year.</p>
<p>Following the settlement of a $2.25 million penalty with India&#8217;s Financial Intelligence Unit, <strong>Binance</strong> became fully available in India earlier this month. The deal also agreed to pay $1.75 million in a settlement to Brazil&#8217;s SEC, which forbids the trade from selling derivatives products in the nation in 2020.</p>
<p>Having presided over the Financial Services Regulatory Authority at Abu Dhabi Global Market and acted as a top regulator at the Monetary Authority of Singapore, the <strong>Binance CEO</strong> has a great foundation in regulatory compliance.</p>

<p>Highlighting Binance&#8217;s special focus on Turkish users, Teng acknowledged Turkey&#8217;s vibrant and active crypto community, noting its higher adoption rate compared to many other countries. He assured that Binance will continue to address the needs and concerns of Turkish users promptly and strive to keep them satisfied.</p>

<p><strong>How did you feel when you found out you were the new CEO of Binance? What are your future plans for Binance?</strong></p>
<p><em>&#8220;It&#8217;s a big responsibility to take over as CEO of Binance from CZ. As I said when I first arrived, I made 3 promises to this great company, the first of which is to always make Binance user-centric. The security of users and funds, the convenience of use, and the trust our users have in us is always my top priority. Secondly, we want to accelerate our compliance with global regulations and we want to be the first in this area. We are currently the most regulated cryptocurrency exchange. I would like to state here today that we have already received our full license in Dubai. Finally, we will continue to support increasing crypto acceptance. Currently, crypto acceptance is 5 percent in the world. We will continue our work to support and increase this.&#8221;</em></p>
<p><strong>Competition among crypto exchanges is fierce, with Binance always coming out on top of the data. What is your secret?</strong></p>
<p><em>&#8220;Binance has always prioritized its users, which has been a tradition since its inception. When we make any decision, we evaluate it from the perspective of our users. If the decision will contribute to our users&#8217; funds and trading, we will take it into effect.&#8221;</em></p>
<p><strong>What do you see as the future trends in crypto, and how does Binance position itself at this point?</strong></p>
<p><em>&#8220;This is a difficult topic because crypto is changing so fast. We are looking at what we can do as Binance. As the market is going, we are in favor of the rise. We foresee that regulations will become more important in the future. Developments such as having even more investment options for investors with ETFs are also important developments for the market to be on an upward trend. The fact that ETFs are not only limited to the US but also in Asia Pacific and Hong Kong shows us that the next 5 years will pass much faster in terms of crypto.&#8221;</em></p>
<p><strong>The blockchain ecosystem is rapidly entering the era of interoperability. What are the steps Binance is taking to support this movement?</strong></p>
<p><em>&#8220;<a href="https://coinengineer.net/blog/binance-withdraws-abu-dhabi-license-offer/">Binance</a> is essentially an exchange and we support every Blockchain at this point because all of these developments are very important moves for the industry to move forward. As I said before, if the new developments are something that will add ease of use for our users, we always try to support it.&#8221;</em></p>
<p><strong>We believe that the adoption of Turkish users in crypto has a very important role to play for both Binance and crypto. Can you elaborate on their role and importance for crypto and Binance?</strong></p>
<p><em>&#8220;Turkey is a very important, active and vibrant community in crypto. When we look at the adoption in Turkey, we can see that it is further ahead than many countries. People are very open-minded in turning to different investment instruments. Crypto adoption in Turkey is close to 40 percent and this is quite high compared to many countries and regions. We will continue to work to solve your needs and problems very quickly and keep them happy.&#8221;</em></p>

										<content:encoded><![CDATA[<div>Seattle&#8217;s U.S. District Court Judge Richard A. Jones has denied the request for travel by Changpeng Zhao (CZ), the former CEO of Binance, who is expecting potential penalties in the United States for violating banking laws.</div>

<div>Changpeng Zhao had applied for permission to travel, but after the hearing held in Seattle on Friday, Judge Jones rejected Zhao&#8217;s request. The reasons for Zhao&#8217;s proposed travel and the destination he intended to visit remain confidential as they were submitted to the court under seal.</div>

<p><strong>Former CEO CZ</strong> is currently facing a maximum sentence of 10 years in prison. However, under a plea deal, he is expected to receive no more than 18 months, seemingly protecting him from the harsh sentences faced by other prominent figures in the cryptocurrency industry. <strong>The Justice Department</strong> has not yet announced the length of the sentence it will recommend.</p>

<p>Binance exchange had agreed to a settlement with U.S. authorities, accepting Zhao&#8217;s resignation as CEO and agreeing to pay a $4.3 billion fine. Many experts, however, consider this a favorable deal for the company, believing that they have now eliminated the regulatory threat at a relatively low cost.</p>

The Howey Test is used to determine whether an asset qualifies as a security. This latest move comes in response to the lawsuit filed by the SEC in June, accusing the two companies and CZ of offering unregistered securities in certain cryptocurrencies and a staking service.</p>
<p>The filing argues that the SEC couldn&#8217;t demonstrate that users had any contractual obligations with Binance after purchasing specific cryptocurrencies, thereby challenging the essence of the Howey Test. This argument aims to dismantle the SEC&#8217;s case and potentially secure a dismissal of the lawsuit.</p>
<h4><strong>Binance&#8217;s Agreements with U.S. Agencies</strong></h4>
<p>Binance further asserts that recent agreements the company entered into with various agencies, including the Department of Justice (DOJ), the Commodity Futures Trading Commission (CFTC), and FinCEN, demonstrate its awareness of operating in the U.S. and serving U.S. customers. They argue that these agreements are unrelated to the SEC&#8217;s allegations and do not involve securities laws.</p>
<p>Additionally, Binance and CZ contend that the laws governing these agreements and consent decrees, such as the Bank Secrecy Act (BSA) and the International Emergency Economic Powers Act (IEEPA), differ from securities laws enforced by the SEC. This strengthens the claim that the SEC overreached its jurisdiction in this case.</p>
<p>In a separate filing, Binance specifically addresses the application of securities laws and argues that they should not apply in this case as they are not relevant to the allegations in the agreements and consent decrees.</p>
<p>Ultimately, these filings represent a significant challenge to the SEC&#8217;s case. By questioning the foundation of the lawsuit and asserting the irrelevance of prior agreements, Binance and CZ aim to secure a dismissal of the case and set an important precedent for the crypto industry.</p>

										<content:encoded><![CDATA[<p>CZ statted that: &#8220;I am not the owner of CommEX!&#8221;. Binance CEO CZ made a statement about Binance&#8217;s withdrawal from Russia from the X platform.</p>
<p>According to the announcement made yesterday, Binance had announced that it signed an agreement to sell all of its business in Russia to CommEX. Also with this agreement, Binance completely stopped its operations in Russia. Binance officials had previously stated that Russia&#8217;s attitude towards cryptocurrencies hasn&#8217;t softened and that they could withdraw from Russia. It will no longer operate in Russia with the announcement made yesterday.</p>

<p>Binance CEO Changpeng Zhao said from the X platform on Tuesday, &#8220;everything will be done to ensure a smooth transition. All user funds are safe. In addition: BNB holders will continue to benefit from a 25% discount on transaction fees on CommEX&#8221;.</p>
<p>Additionally Binance CEO CZ made a sharing that would answer some questions from the X platform today regarding the transfer of Binance&#8217;s business in Russia to CommEX.</p>
<p>CZ said in his post, &#8220;I have no shares in CommEX and I am not the owner. Some Binance employees have also joined CommEX and may join in the future, this is a good development&#8221;.</p>
<p>In answer to a question about whether the user interfaces of Binance and CommEX exchanges are similar, CZ said, &#8220;We requested this to ensure users have a seamless experience&#8221;.</p>
<p>CZ said, &#8220;As users migrate with their funds, there will be crypto transfers between Binance and CommEX. Also, old transactions are available during the integration test phase. This is a expected situation&#8221;.</p>
<p>Binance confirmed that there was no profit sharing or share buyback option from the new company and it completely left Russia with a transition period of a few months.</p>
