Immediately after taking office, U.S. President Donald Trump initiated efforts for digital asset regulations. On January 20, he signed an executive order titled “Enhancing U.S. Leadership in Digital Finance Technologies.” Under this directive, a Digital Assets Task Force was formed and assigned to prepare a strategic proposal within 180 days. That deadline has now passed, and the White House has announced the report will be released within a few days, certainly by month’s end. 

Bitcoin Reserve on the Agenda 

One of the most notable sections in the report is the proposal for a strategic Bitcoin reserve, based on a presidential directive that took effect in March 2025. The government aims to retain previously seized BTC as an official reserve asset. The government is also considering a national digital asset stockpile to boost institutional trust in the digital financial system.

These strategies are not only about security but also establish a foundation for digital sovereignty. On the other hand The federal government may use these assets during economic crises or cyber threats as part of its national security framework. 

New Regulations Incoming 

The report goes beyond reserve policies. It will address stablecoin regulation, consumer protection, tax policies, and transparency standards. Integration between the banking sector and crypto markets is also a key focus. The government will establish clear rules for decentralized finance (DeFi) projects.

To counter illicit use, the strategy includes strong measures against money laundering, sanction evasion, and unlawful transactions. The White House aims to prevent international sanctions from being bypassed through digital assets. These issues are treated as direct national security concerns. 

The timing of the report is noteworthy—it aligns with Trump’s announced “Crypto Week.” It also fully complies with the GENIUS Act, Digital Asset Market Clarity Act, and the Anti-CBDC Surveillance State Act. This alignment provides reassurance to digital asset holders and reinforces opposition to centralized digital currencies. 

U.S. Aims for Global Leadership 

The U.S. expects its Bitcoin reserve to make a global impact. Other countries may follow suit by developing similar strategic reserves, strengthening Bitcoin’s position as a global strategic asset.

The Federal Reserve (Fed), the Federal Deposit Insurance Corporation (FDIC), and the Office of the Comptroller of the Currency (OCC) issued a joint statement granting banks the authority to hold Bitcoin and other crypto assets on behalf of their clients. However, this move does not introduce new regulations. Banks must fully comply with existing laws such as 12 CFR 9 or 150, relevant state laws, and documentation governing fiduciary relationships. Institutions offering custody services as fiduciaries carry all responsibilities outlined under these frameworks. 

The document emphasizes that banks must conduct a comprehensive risk assessment before starting any crypto custody activities. This assessment should cover the nature of the assets, technological infrastructure, and legal obligations. 

Risk Assessment and Sub-Custody Warning 

Banks can hold crypto assets directly or via sub-custodians. However, under the terms of customer agreements, the primary bank remains liable for all actions of the sub-custodian. The statement includes: 

“Conducting due diligence before selecting a sub-custodian is a critical component of sound risk management.” 

Banks must thoroughly evaluate the sub-custodian’s cryptographic key management, internal controls, and compatibility with existing custody risk management practices. Furthermore, the document states that banks should be operationally prepared against threats such as key loss, unauthorized access, cyberattacks, and asset transfers. 

Security, Compliance, and Expertise Required 

To provide these services sustainably, banks are expected to employ skilled personnel, secure system infrastructure, and maintain proficiency in current technologies. In addition, all service providers must fully comply with the Bank Secrecy Act (BSA), Anti-Money Laundering (AML) laws, Countering the Financing of Terrorism (CFT) requirements, and OFAC regulations without exception. 

“Crypto asset custody relationships are subject to the same federal regulations as any other banking service.” 

Banks must also ensure transparent customer disclosures, define responsibilities clearly in comprehensive agreements, enhance internal audit processes, and consider seeking independent audit support if necessary.

Polkadot ETF Decision Postponed to November 8, 2025  

The SEC has delayed its decision regarding the Polkadot ETF application submitted by 21Shares. The initial evaluation date was set for June 24, 2025. However, the Commission extended the review period due to its cautious approach toward cryptocurrency-related ETF applications. The new decision date is now set for November 8, 2025.  

Previously, Grayscale’s Polkadot ETF application also faced delays, with an expected decision on June 11 being postponed. This shows the SEC’s ongoing meticulous analysis process concerning crypto ETF proposals.  

This extension is not exclusive to Polkadot. ETF applications for popular altcoins such as XRP, Litecoin (LTC), Solana (SOL), and Dogecoin (DOGE) have also faced similar delays.  

DOT Price Rises 8.55%, Market Remains Hopeful  

Polkadot’s price has increased by 8.55% in the last 24 hours, despite the decision delay, as investor interest continues to grow. Two primary reasons lie behind this surge: easing tensions between Iran and Israel and an improved overall market sentiment. Bitcoin breaking the $106,000 level also contributed to the rally in the altcoin market.  

Bloomberg analysts Eric Balchunas and James Seyffart view the SEC’s interactions with crypto ETFs positively. They estimate a 90% chance of approval for the 21Shares Polkadot ETF. Seyffart noted that the process could extend into the final quarter of the year, but the SEC’s constructive stance is promising.  

Meanwhile, in 2026, memecoin-based ETFs such as Dogecoin (DOGE) and Shiba Inu (SHIB) are expected to enter discussions. The SEC is anticipated to prioritize key concerns such as market manipulation, volatility, and investor protection when evaluating these products

Eric Trump emphasized the global demand for Bitcoin and how many companies struggle to acquire it due to limited supply. 

“Everyone wants BTC. Everyone is buying Bitcoin.” 

During the session, Prusak also stated: 

“We are looking for ways to accumulate as much BTC as possible, as quickly as possible.” He added that they are stockpiling satoshis gained from mining operations and will continue this strategy to grow reserves. 

Mike Ho described mining as the primary way to accumulate Bitcoin at a lower cost for shareholders. 

“Stock volatility becomes an advantage here. Volatility is usually seen as negative, but for us, it helps us capture low-cost conversions to accelerate Bitcoin accumulation.” 

Big Bitcoin Target: $170,000 by 2026 

Speakers also shared clear predictions for Bitcoin’s future. Eric Trump predicted BTC would exceed $170,000 by the end of 2026. Donald Trump Jr. forecasted a price range between $150,000 and $175,000 within the same period. 

Donald Trump Jr. also revealed that Trump Media Group plans to raise up to $3 billion for investments in BTC and other cryptocurrencies. This fund will consist of $2 billion in new capital and $1 billion in convertible bonds. 

The Trump administration continues to maintain its positive stance toward cryptocurrencies. Vice President JD Vance emphasized the need for regulatory clarity to ensure the crypto industry remains in the U.S. He also noted that the crypto sector played a significant role in Trump’s previous election victory.
