Cynthia Lummis, one of the U.S.’s pro-crypto senators, stated that the fundraising process for the Strategic Bitcoin Reserve (SBR) could start at any moment. She noted that some legal and regulatory hurdles have delayed the process, and there is still no official start date for funding.

However, Lummis indicated that the fundraising phase could become active in the coming weeks or months, signaling renewed momentum for the U.S. government’s plans to integrate Bitcoin into national reserves.

SBR Funding and Institutional Interest

On social media, Senator Lummis commented:

“Although regulatory processes are still moving slowly, thanks to President Trump, fundraising for the SBR could begin at any time.”

Her remarks followed a discussion in which ProCap BTC Investment Director Jeff Park spoke with Bitcoin advocate Anthony Pompliano about SBR’s potential. Park argued that investing $1 trillion from U.S. gold reserves into Bitcoin could be a low-risk move from an economic standpoint.

Lummis supported Park’s perspective, emphasizing the importance of the Bitcoin Act and the SBR framework. According to the senator, the fund would not only increase the government’s reserve diversification but also strengthen Bitcoin’s credibility within the national economy and financial system.

Fund Formation and Purchase Process of the SBR

Details on how the Strategic Bitcoin Reserve (SBR) fund will be raised are still not fully clear. According to official information, the reserve will initially be created using Bitcoin seized by the Treasury Department. Later, new BTC purchases will be conducted in a budget-neutral manner, ensuring no additional burden on U.S. taxpayers.

The stages of the funding process are being closely monitored by investors and markets. Experts note that if the government begins direct Bitcoin acquisitions, this step could have a significant impact on both BTC price and institutional demand.

Even though seven months have passed since President Donald Trump signed the executive order to establish the SBR, the official structure of the reserve is still not finalized. However, many analysts expect the fund to become active soon and start official purchases.

Market Focus: Government Purchases

Analysts predict that if the SBR is implemented:

Upward momentum in Bitcoin’s price could accelerate

Institutional investors may increase their market participation

The fund being managed by the Treasury could serve as a long-term stability signal for the markets

Expert Opinions and Expectations

Crypto analysts and investment professionals emphasize that the SBR would:

Strengthen Bitcoin’s role in national reserves

Increase acceptance of digital assets within the financial system

Senator Cynthia Lummis’ statements indicate that the SBR is not just a financial instrument but also reflects the U.S. government’s strategic approach to digital assets.

Once the fund becomes active, both institutional and retail investor interest in Bitcoin is expected to rise. This would be interpreted as a strong signal for increased liquidity and upward price movement in the BTC market.

Wyoming Republican Senator and longtime crypto advocate Cynthia Lummis announced that they aim to pass a bill regulating the structure of the cryptocurrency market through Congress by the end of the year.

Speaking at the Wyoming Blockchain Symposium, Lummis stated:

“Before the end of the year, we will bring market structure to the President’s desk. Our goal is to finish it before Thanksgiving.”

House Version to Be the “Base Bill”

Senator Lummis noted that some senators plan to adopt the Digital Asset Market Clarity Act — passed by the House last month — as the “base bill.”

“The House did a good job on Clarity. We want to preserve as much of it as possible. But there will be some changes.”

Stablecoin Regulations Will Remain

Lummis emphasized that the House’s changes regarding stablecoin regulations will also be preserved in the Clarity Act. She also highlighted the bipartisan nature of the process:

“We want to honor as much of the House’s work on Clarity as possible because they secured a strong bipartisan vote, and we don’t want to jeopardize that.”

A Turning Point for the U.S. Crypto Ecosystem

Lummis reminded that the Clarity Act passed the House with the support of 78 Democrats, showing that this is not just a Republican-led initiative but one with significant Democratic backing as well.

For the crypto sector, long-awaited clear regulations — especially on investor protection, stablecoins, and the institutionalization of digital asset markets — carry major importance. Led by Lummis, this process signals that the U.S. may take on a global leadership role in crypto regulation.

Wyoming Senator Cynthia Lummis has announced that she expects two major crypto-related bills — covering digital assets and stablecoin regulation — to pass through Congress and reach the President’s desk by the end of 2026.

Speaking at the Bitcoin Policy Summit in Washington, D.C., Lummis highlighted the progress of two separate pieces of legislation: the Digital Asset Market Clarity (CLARITY) Act, currently under discussion in the House of Representatives, and the Guiding and Establishing National Innovation for US Stablecoins (GENIUS) Act, being debated in the Senate.

Lummis: “It would be disappointing if we miss the 2026 goal”

As the chair of the Senate Banking Committee’s digital assets subcommittee, Lummis acknowledged the difficulties of securing bipartisan support for crypto regulation. She noted that concerns over potential conflicts of interest — particularly involving individuals with ties to the administration — have slowed momentum.

“I don’t want to present legislation that the other side feels excluded from,” Lummis said, emphasizing a collaborative approach.

GENIUS Act draws limited Democratic support

While some Democratic lawmakers have voted alongside Republicans in favor of bills like the GENIUS Act — with 18 Democrats among 68 ‘yes’ votes on June 17 — others have expressed skepticism due to former President Donald Trump’s involvement in the crypto space.

Trump has released his own line of memecoins, holds equity in a family-backed crypto firm called World Liberty Financial, and has received campaign donations from crypto executives, raising ethical concerns among some legislators.

Crypto legislation faces uphill battle in Congress

Lummis’ 2026 projection contrasts with the more optimistic timeline shared by Bo Hines, director of the President’s Council of Advisers on Digital Assets, who previously said the GENIUS Act could pass before the August recess.

Trump also weighed in on June 18, stating that he would sign the bill into law without amendments, provided the House moves swiftly.

However, with a narrow Republican majority in the House, both the market structure and stablecoin bills would likely require at least partial Democratic support to advance — a factor that could delay progress on U.S. crypto policy.

However, the main agenda was not Bitcoin but stablecoins. Over three days, speakers highlighted the role of the dollar-backed stablecoin in the future of the US financial system.

US Vice President JD Vance took the stage and openly supported stablecoins, becoming the first vice president to do so at such an event. “I don’t think calling this just a conference is right. This is a movement,” he said. “I’m with you.” The White House now sees stablecoins not as a threat but as an opportunity. According to Vance, these digital assets will strengthen the global power of the dollar.

Bitcoin mining is not only about producing digital currency but also serves as a flexible support mechanism for energy grids. Particularly in Texas, miners have helped maintain grid stability by rapidly reducing energy consumption during demand spikes. In crises, they have achieved up to 96% consumption reduction, significantly contributing to the U.S. energy infrastructure.

Bitcoin Mining’s Contributions to Energy Grids

Miners strategically position themselves near renewable energy sources, utilizing excess electricity to enhance the economic sustainability of these resources. This practice increases the financial feasibility of wind and solar energy projects, encouraging further investments in renewable energy. Additionally, Bitcoin mining plays a significant role in strengthening energy infrastructure.

In the U.S., some politicians emphasize the positive impact of Bitcoin mining on energy grids, advocating for supportive policies. Texas Senator Ted Cruz highlights that miners contribute to grid stability by quickly reducing energy consumption during energy crises.

Recent developments include former President Trump announcing plans for a national Bitcoin reserve through an executive order. Concurrently, Senator Cynthia Lummis introduced a bill to Congress aiming to establish a strategic Bitcoin reserve. These developments enhance Bitcoin’s influence in the financial system and boost confidence in the mining sector. Clear and consistent regulations create significant opportunities for Bitcoin mining, fostering innovation and attracting new investments.

A new bill, shaped by the Financial Innovation and Technology for the 21st Century Act (FIT21), is being prepared. This bill aims to eliminate regulatory uncertainties in the crypto sector by clearly delineating the jurisdictions of the SEC and CFTC. FIT21 offers a predictable legal framework, replacing reactive approaches with stability and fostering trust and sustainable growth in the sector.

Bitcoin Mining and Environmental Concerns

However, environmental concerns have led to calls for restrictions on mining activities in some regions. In New York, a Bitcoin mining facility faced potential closure due to environmental impacts, but a court allowed it to continue operations. This underscores the need for balanced and informed regulations to address mining’s contributions to energy systems. According to the Cambridge Bitcoin Electricity Consumption Index, Bitcoin mining consumed 154.9 billion kWh of electricity in 2023, perpetuating environmental concerns.

According to Saylor, creating a Strategic Bitcoin Reserve is key to securing the nation’s economic future.

Saylor’s Strategic Bitcoin Proposal

Strategy founder Michael Saylor presented his new strategy document at the White House Crypto Summit on March 7. Saylor stated, “Acquire 5-25% of the Bitcoin network in trust for the nation through consistent, programmatic daily purchases between 2025 and 2035.” According to the document, the US government should never sell its Bitcoin and could generate $10 trillion annually from its Strategic Bitcoin Reserve by 2045.

Saylor also mentioned that the US Treasury and Commerce Department would develop “budget-neutral” strategies to fund these acquisitions without adding costs to taxpayers.

On the same day, Donald Trump signed an executive order establishing a Strategic Bitcoin Reserve and Digital Asset Stockpile, initially funded with crypto assets seized in criminal cases.
What Does 25% Supply Mean?

Meanwhile, Saylor has continued to grow Strategy’s Bitcoin holdings.

The Arizona Senate has moved forward with a legislative proposal aimed at creating a strategic Bitcoin reserve, marking a significant milestone in cryptocurrency adoption and financial policy.

The Strategic Bitcoin Reserve Act (SB1025), co-sponsored by Senator Wendy Rogers and Representative Jeff Weninger, passed the Arizona State Senate Finance Committee with a 5-to-2 vote on January 27.

The bill now proceeds to the Senate Rules Committee for further debate and amendments. If approved by the Senate, the bill will advance to the House of Representatives.

This legislation proposes the creation of a strategic Bitcoin reserve managed by the U.S. Treasury for safeguarding government Bitcoin holdings. It also allows public funds to store digital assets in a “secure, segregated account within the strategic Bitcoin reserve.”

The bill permits government entities or public funds to allocate up to 10% of their capital to Bitcoin (BTC) and other digital assets. It also opens the door for pension funds to invest in Bitcoin, potentially boosting public interest in cryptocurrencies.

Young Generations Show Preference for Crypto Retirement Plans

A Cointelegraph report dated January 16 revealed that 20% of Gen Z and Alpha generations are open to receiving their pensions in cryptocurrency, with 78% expressing more trust in “alternative retirement savings options” over traditional pension systems.

Arizona’s decision to include Bitcoin in its financial strategy could inspire other states to follow suit. Blockchain expert Anndy Lian stated:

“Imagine if your state decided to allocate a portion of your tax dollars to Bitcoin; this might encourage places like Texas or Pennsylvania, where similar ideas have already been discussed, to act faster.”

You Might Be Interested In: Elon Musk Shared, That Memecoin Flew: Up 500%!

However, Lian warned that a Bitcoin reserve would require safeguards due to cryptocurrency’s volatility, highlighting financial risks taxpayers could face.

Could the Bitcoin Reserve Act Skyrocket BTC Price?

Supported by Wyoming Republican Senator Cynthia Lummis, the Bitcoin Act is one of the most anticipated crypto bills in history, generating excitement among investors.

Nationwide approval of a U.S. Bitcoin reserve could potentially push Bitcoin prices beyond the seven-figure mark. Blockstream CEO Adam Back suggested that this potential has yet to be fully reflected in market valuations.

There are currently at least 13 Bitcoin reserve-related bills in various stages across states like Massachusetts, Pennsylvania, Kansas, New Hampshire, Wyoming, Ohio, Utah, and North Dakota.

Trump’s Pro-Crypto Policies Driving Momentum

Bitcoin reserve proposals are gaining traction across the U.S., fueled by President Donald Trump’s pro-crypto policies and recent executive orders.

Success in passing the bill could attract institutional Bitcoin adopters such as pension and sovereign wealth funds, further legitimizing Bitcoin as an asset class.

There was an important development for the cryptocurrency industry today: Wyoming Senator Cynthia Lummis was appointed chair of the Senate Banking Digital Assets Subcommittee. This role will play a critical role in ensuring the swift passage of legislation on digital assets in the US Congress. CZ (Changpeng Zhao), former CEO of Binance, commented on this development on the social media platform X as “The US strategic Bitcoin reserve has been largely confirmed”.

“Digital Assets are the Future, the US should be the Leader”

In a post, Lummis said:

Digital assets are the future, and if the United States wants to remain a global leader in financial innovation, Congress needs to urgently pass bipartisan legislation establishing a comprehensive legal framework for digital assets and that strengthens the U.S. dollar with a strategic Bitcoin reserve.

Lummis stated that he aims to get bipartisan support for the drafting and passage of this legislation. He also believes that using Bitcoin as a strategic reserve, just like oil or other national reserves, would stimulate the economy and stabilize financial markets.

Names Leading Digital Asset Laws

This subcommittee, led by Lummis, will play a central role in shaping the US approach to digital assets. Members of the committee include prominent figures such as newly elected Ohio Senator Bernie Moreno and Arizona Democratic Senator Ruben Gallego. These names were heavily supported by crypto-backed political action committees in the 2024 elections.

Strategic Bitcoin Reserve Debate

The idea of the US creating a strategic Bitcoin reserve draws attention in parallel with the increasing importance of cryptocurrencies in the global financial system. This move by Lummis is considered as an indicator of the US’s plans to support its financial future with digital assets.

A New Era for the Crypto Industry

Lummis’s chairmanship of the subcommittee could accelerate a clearer legislative framework for the sector. This development signals that steps will be taken to both encourage innovation and help ensure economic stability in the markets.

These steps for US leadership in the crypto economy could reshape the future of digital assets. Under Senator Lummis’ leadership, digital asset regulations and Bitcoin reserve plans are likely to become more concrete.

Former President Donald Trump and Wyoming Republican Sen. Cynthia Lummis have suggested strategies wherein the U.S. government owns bitcoin. While detractors expressed worries over bitcoin’s growing influence, advocates claimed the asset might be considered a buffer against swings as markets slid on Monday.

Lummis’s Proposal

Last week, Lummis sent a draft law to the U.S. Treasury ordering one million bitcoin purchases spread over five years. Unless the tokens are sold to help lower the debt, Lummis stated.

Should he be elected president later this year, GOP presidential nominee Donald Trump has also declared he would establish a national bitcoin reserve.

Last month, independent presidential candidate Robert F. Kennedy Jr. made such pledges at Bitcoin 2024, stating he would execute an executive order instructing the U.S. Treasury to purchase 550 bitcoin every day until the country has a reserve of four million bitcoin.

Markets collapsed roughly one week later, carrying bitcoin with them. The value of the cryptocurrency dropped by approximately 16%. On Monday, ether plunged even more sharply—by almost 23%.

Advocates’ Perspective

“Short-term volatility is common with any store of value, including gold or oil, which the United States holds significant reserves in,” Lummis said in an emailed statement, adding that a bitcoin reserve has “fundamental benefits” that remain robust.

“This is why my legislation takes a long-term view that requires the U.S. Treasury to gradually acquire Bitcoin over a five-year period and hang onto it for at least 20 years,” she stated.

This Might Interest You:

Cody Carbone, Chief Policy Officer of the Digital Chamber, said Lummis’s suggested bitcoin reserve is designed to better manage market swings than more conventional assets, including stocks.

“Bitcoin has shown it can bounce back rapidly from market declines, proving to be a strong and reliable asset,” Carbone said in a note. “Like gold, Bitcoin is starting to seem like a safer investment as more people and businesses start using it.” The idea hopes to maximize the long-term stability and distributed character of Bitcoin by including it in national reserves, therefore strengthening financial security for the economy and acting as a buffer against market fluctuations.

Opposing Views

Some have objected to the U.S. Treasury owning bitcoin, though.

According to Dennis Kelleher, CEO of Better Markets, oil and gold have a “strategic purpose.” Kelleher, who has also criticized cryptocurrencies in the past, claimed a bitcoin reserve scheme would artificially raise the price of the currency.

“After 15 years of development, a new financial product with no use case and no justified social use has no strategic value. Gaming and speculating are the only non-illegal uses for cryptocurrencies,” Kelleher said.

According to Moe Vela, a former senior assistant to President Joe Biden, the declining crypto market on Monday confirms its legitimacy and indicates that crypto has attained some equivalency with the conventional market. He also serves as a senior advisor to Unicoin, a cryptocurrency.

“As for the market fluctuation and the Trump and Lummis suggestions of Treasury money being held in bitcoin reserves, it furthers my concerns about the volatility of an asset less crypto like bitcoin, and it’s a stark reminder that the mystery of who is behind bitcoin should make it off limits to Treasury funds whatever,” Vela said.
