This initiative, called “<strong data-start="383" data-end="409">Altcoin LiquidityBoost</strong>,” stands out as the first large-scale liquidity program focused solely on <strong data-start="484" data-end="509">altcoin trading pairs</strong>. The move is designed to enable small and medium-sized <strong data-start="565" data-end="582"><a href="https://coinengineer.net/blog/how-to-avoid-scams-in-crypto-markets-how-to-identify-scam-projects/">market</a> makers</strong> to play a more active role.</p>
<h3 data-start="612" data-end="647">High Rebate Rates as Incentives</h3>
<p data-start="649" data-end="895">Under the new program, <strong data-start="672" data-end="695">liquidity providers</strong> will receive rebates ranging from 0.005% to 0.01%, based on their trading volume. Binance aims to reduce the dominance of large market makers with this system and establish a more balanced structure.</p>

<h3 data-start="1182" data-end="1235">Flexible Structure for Altcoin-Focused Strategies</h3>
<p data-start="1237" data-end="1562">The program makes it easier for investors with different volumes and strategies to participate. Users who have traded over <strong data-start="1360" data-end="1375">$20 million</strong> in the past 30 days on Binance Spot, Margin, or other platforms will be eligible to apply. This allows both small and medium-sized participants to engage in <strong data-start="1533" data-end="1561">profitable market making</strong>.</p>
<p data-start="1564" data-end="1792">Initially, the program will be limited to 18 <strong data-start="1609" data-end="1631">altcoin/USDT pairs</strong>. Notable projects included are <strong>STO, SYRUP, SXT, BABY, WCT, FIL, TON, ONDO, KMNO, W, KERNEL, ICP, PARTI, HYPER, EOS and INIT</strong>. Binance stated that this list will be updated regularly based on market demand.</p>

<p data-sourcepos="7:1-7:259">Coinbase was sued by the SEC in June for allegedly operating as an unregistered broker, dealer, and exchange. Coinbase denied the allegations, arguing for the dismissal of the case and accusing the regulator of adopting a &#8220;regulation by enforcement&#8221; approach.</p>
<p data-sourcepos="9:1-9:165">The exchange attorney William Savitt explored how securities are defined and pointed out the difference between &#8220;investing in Beanie Baby Inc. and buying Beanie Babies.&#8221;</p>
<p data-sourcepos="11:1-11:146">In its June complaint, the SEC said that tokens such as SOL, ADA, MATIC, FIL, SAND, AXS, CHZ, FLOW, ICP, NEAR, VGX, DASH, and NEXO are securities.</p>
<h2 data-sourcepos="11:1-11:146"><span style="font-size: 75%;">Savitt made an explanation about Coinbase</span></h2>
<p data-sourcepos="13:1-13:111">Savitt noted that Coinbase does not argue that tokens listed on its website can never be considered securities.</p>
<p data-sourcepos="15:1-15:211">&#8220;We do not accept the view that token transactions can never be investment contracts,&#8221; he said, adding that the SEC did not present any allegations in its case that meet the definition of an investment contract.</p>
<p data-sourcepos="17:1-17:302">He also said that Coinbase agrees with the SEC that a formal contract signed by the buyer is not necessary to create an investment contract. However, he still said that token buyers reading technical reviews and other information about token projects does not mean they are buying investment contracts.</p>
<p data-sourcepos="19:1-19:239">Savitt also rejected the SEC&#8217;s thesis that token sales on Coinbase should be considered investment contracts because token projects may have made certain promises to buyers and buyers may have bought tokens in the hope of a price increase.</p>
<p data-sourcepos="21:1-21:173">&#8220;There needs to be a statement intended to convey an enforceable promise,&#8221; Savitt said. &#8220;That is the irreducible minimum of what could be considered an investment contract.&#8221;</p>
<p data-sourcepos="23:1-23:289">The Coinbase attorney said that what really distinguishes blockchain tokens from securities is that a person who buys a stock, whether directly from an issuer or on a secondary market, receives all the rights that ownership of those securities confers, but that is not the case for tokens.</p>

<p><strong>Filecoin</strong> was created by the Protocol Labs company, and among the other technologies behind this project are IPFS, libp2p, IPLD, Multiformats, and Testground. During the initial coin offering (ICO) in 2017, the price of each <strong>FIL</strong> token was set at $1.30. The <strong>Filecoin</strong> ICO was one of the largest token sales in history at the time, raising $257 million. Protocol Labs raised $186 million in funds within the first hour of this process.</p>
<p>However, the ICO was only open to accredited investors, as defined by US regulations. Also, Protocol Labs sold FIL tokens to investors using the SAFT (Simple Agreement for Future Tokens). Investors who chose not to stake their tokens received their tokens at the genesis block of the Filecoin network. Tokens that were staked earned a discount on the initial purchase the longer they were locked.</p>
<p>30% of the total <strong>FIL</strong> supply was created and distributed at the genesis block; 15% was given to the development team to support the project&#8217;s growth; and 10% went to investors with the ICO. Furthermore, the remaining 5% was reserved for the <strong>Filecoin</strong> Foundation. 70% of the supply will be distributed to nodes as block rewards over the next 16 years.</p>

Then, Ethereum virtual machine (EVM)-compatible smart contracts were deployed to the FVM, and developers were provided the opportunity to create their own native actors. The third milestone includes efforts to enhance programmability in FVM.</p>
