In a speech published on the website of the central bank, Abir expressed a fresh perspective on <a href="https://coinengineer.net/blog/fed-chair-powells-statement-on-cbdc/">CBDC</a>, which has traditionally been seen as having negative consequences for commercial banks.</p>
<h2>Innovation in the Israeli Banking Sector is Being Propelled by Competition</h2>
<p>Despite the positive effects of increased competition in Israel&#8217;s banking sector—the product of more than a decade of dedicated work—&#8221;we still have a long way to go,&#8221; Abir remarked. In response to the Bank of Israel&#8217;s decision to combat inflation, banks around the country boosted interest rates on loans and credit, while deposit rates were only &#8220;partial and slow&#8221; to rise.</p>
<p>The deputy governor made the observation that commercial banks are not popular with the public in many nations, Israel included. Some of the resentment at Israel&#8217;s banking system stems from the fact that certain industries require a higher degree of competition than others.</p>
<h3>Security of the Digital Shekel</h3>
<p>Even though it is still in the conceptualization phase, Abir was certain that the people would embrace the digital shekel. The digital shekel would increase the liquidity of central bank funds and would also benefit the Bank of Israel.<em> &#8220;No one named Satoshi Nakamoto will create the digital shekel. Everyone will be able to identify the digital shekel&#8217;s creator and backer: the same Bank of Israel that powers the currency we all use every day.&#8221;</em></p>
<p>Abir asserted that the digital shekel would have numerous benefits for the bank, such as facilitating digital payments and counteracting the decline in central bank money due to technological advancements in the private sector. The mere ability to store digital shekels would compel banks to pay higher interest rates. Thus, the digital shekel would give the central bank a tool to regulate the amount of interest that is transmitted.</p>

										<content:encoded><![CDATA[<p>The bank launched by <a href="https://newsway.com.ng/">Newsway</a> is aiming to carry out a pilot project with 100,000 people by the end of 2024. The program is going to be a diagnostic tool for the digital Korean Won features, the usability, and the deposit possibilities. <a href="https://coinengineer.net/blog/south-korea-crypto-benefits/">South Korean</a> Central Bank is planning to carry out CBDC&#8217;s utility experiment, which is already underway.</p>
<h2>The Central Bank of South Korea is thinking about doing usability tests with CBDC</h2>
<p>The Bank of Korea reported in October that it would collaborate with other government regulators, including the Financial Services Commission and the Financial Supervisory Service, to initiate immediate usability experiments with CBDC (Central Bank Digital Currency). Legislators have also devised a benchmark to distinguish cryptocurrencies like Bitcoin (BTC) from the CBDCs. The public roadmap announces the bank&#8217;s plan to release three &#8220;varieties&#8221; of tokens &#8220;rooted in institutional CBDC frameworks&#8221; (meaning they are based on the bank&#8217;s assets), including the establishment of a &#8220;pilot CBDC network&#8221; to test the cryptocurrency release.</p>
<p>The plan proposes that BOK issue and circulate electronic money, as well as depository functions, which are useful in this proposed digital currency. We decided to implement the program in the final quarter of this year.</p>
<h3>BOK is going to introduce two kinds of digital cryptocurrencies</h3>
<p>The BOK plans to launch two digital currencies: Digital Currency I, which I classify as a savings token, and Digital Currency II, my version of a money token. The live virtual experiment will allow a group of people, including 100,000 lucky ones, to try private digital currencies in real-time transactions and assess how easy it is to adopt them in business. The main goal of the trial is to demonstrate the ability to combine deposit tokens with digital tickets, making it the first of its kind. Using these vouchers demonstrates the crypto world&#8217;s strength by allowing for the exchange of specific items for specific purposes.</p>
<p>Finally, a number of central banks have been working at various stages and rapidly to develop their digital currencies lately. Additionally, the CBDC Digital Dirham Pilot Integration is an example. The UAE Central Bank has achieved full integration with all commercial banks and payment processors in the country. According to the RBI, India-based non-bank operators will permit the CBDC to integrate with their digital wallets.</p>

										<content:encoded><![CDATA[<p><strong>Mastercard</strong>, in conjunction with the <strong>Reserve Bank of Australia</strong> and the<strong> Digital Finance Cooperative Research Centre</strong>, has completed a trial run of a central bank digital currency <a href="https://coinengineer.net/blog/?s=CBDC"><strong>(CDBC)</strong></a>. Additionally the project tested how authorized parties who go through Know Your Customer protocols can use CBDCs. According to Mastercard’s announcement, the project tested how an owner could purchase an Ethereum-based NFT by locking up their pilot CBDC and minting an equivalent amount of Wrapped Coin.</p>
<p>In a statement from <strong>Richard Wormald</strong>, Head of Mastercard’s Australasia division, he stated:</p>
<p>“As the digital economy continues to mature, <strong>Mastercard</strong> has seen a demand from consumers to participate in commerce across multiple blockchains, including public ones,”</p>
<p>“This technology not only has the potential to encourage more consumer choice, it also opens up new opportunities for collaboration between public and private networks in order to make a real impact in the digital currency space.”</p>
<p>Furthermore, Australian financial services company <strong>Cuscal</strong> and blockchain technology firm <strong>Mintable</strong> announced their participation in Mastercard’s pilot application.</p>

<p>Mastercard, with its new <strong>CBDC</strong> program, is focusing on providing people with choices about how to make payments. <strong>Mastercard</strong> aims to offer support to central banks with its central bank digital currency <strong>(CBDC)</strong> program. Due to the ongoing global interest in the <strong>CBDC</strong>, it believes this summer is the right time to launch the program. <strong>Raj Dhamodharan</strong>, Mastercard&#8217;s head of digital assets and blockchain, stated: “Our goal is to encourage and support the ability to interact between different payment methods, as this is important for an evolving economy.”</p>

<p>General Manager of BIS <strong>Agustín Carstens</strong> warned in a speech at the <strong>BISIH-FSI</strong> conference in Switzerland today that outdated legal frameworks in different jurisdictions could hinder the development of <strong>CBDCs</strong>.</p>
<p><strong>Carstens</strong> said, &#8220;It is absolutely unacceptable for uncertain or outdated legal frameworks to hinder their implementation.&#8221; Also he concluded his words by saying, “Work to address these issues needs to begin seriously and progress quickly.”</p>

<h1>Call for a More Advanced Legal Framework from BIS</h1>
<p><strong>Carstens</strong> emphasized that the current monetary system needs to evolve. He also stated that central banks are actively researching <strong>CBDCs</strong> to encourage innovation. But he said central banks alone cannot achieve the transformation they want.</p>
<p>Along with this, <strong>Carstens</strong> referred to the <strong>2021</strong> IMF document and said that about <strong>80% of</strong> central banks either cannot issue digital money based on existing laws or have uncertain legal frameworks.</p>
<p>In contrast, the published <strong>BIS</strong> survey revealed that <strong>93%</strong> of central banks are actively involved in various aspects of <strong>CBDC</strong> development. This indicates that legal frameworks lag behind the progress made by central banks in the <strong>CBDC</strong> field.</p>
<p><strong>Carstens</strong> noted that the legitimacy of <strong>CBDC</strong> comes from the legal authority of the central bank to issue it. He added, “This authority needs to be firmly based on laws.” He highlighted the importance of legal frameworks that support the legitimacy of money by mentioning that money is a social structure.</p>
<p><strong>“Money cannot operate without law,” he added.</strong></p>
<p><strong>Carstens</strong> called for legal frameworks in the jurisdiction to be able to work together with other jurisdictions. “If we end up with a fragmented system and legal framework where different <strong>digital currencies</strong> do not work together, it would be an unfortunate situation,” he added.</p>
