SEC filings confirm that the application for the Bitwise 10 Crypto Index Fund has been completed. The fund includes Bitcoin (BTC), Ethereum (ETH), XRP, Solana (SOL), Cardano (ADA), Sui (SUI), Chainlink (LINK), Avalanche (AVAX), Litecoin (LTC), and Polkadot (DOT). 

This ETF structure aims to provide investors with access to a broad basket of crypto assets through a single transaction. Moreover, the fund is planned to be listed on the Nasdaq exchange. The SEC is still reviewing the application. 

SEC Decision Pending: Deadline Set for July 31 

Bitwise has taken a significant step to launch this multi-asset ETF model. However, the SEC has not yet approved the application. The regulatory agency is expected to issue a decision by July 31, 2025. 

The filing has already faced three delays, and the latest version was published on the EDGAR system on July 19, 2025. This document is a prospectus update and does not imply approval. 

Notably, assets such as XRP, SOL, SUI, and LINK are rarely included in previous spot ETF filings, which has raised hopes that the SEC may adopt a more flexible stance towards crypto diversity. 

Wider Options for Institutional Investors 

Bitwise’s ETF offers institutional investors a diversified portfolio beyond BTC and ETH. Each crypto asset will be included with specific weightings in the fund. 

This move aligns with a broader trend of traditional investment platforms expanding their crypto product offerings. The SEC’s upcoming decision could also set a precedent for other similar applications. 

If approved, this ETF could become one of the most comprehensive crypto investment products to date. However, it’s important to note that the approval process is still ongoing, and the fund is not yet trading.

SEC Declares Protocol Staking Is Not a Securities Transaction

In a May 29 announcement, the SEC’s Division of Corporation Finance stated that protocol staking activities on proof-of-stake blockchains “do not require registration under the Securities Act.” This means that staking, as a blockchain function, is not considered a securities offering.

Alison Mangiero, head of staking policy at the Crypto Council for Innovation, called the development a “major step forward” for the crypto industry. “The SEC has now recognized what we’ve long argued — staking is fundamental to blockchain operation, not an investment contract,” she said.

Path Opens for Staking ETFs

The industry has long demanded clearer staking regulations. In April, the Proof of Stake Alliance submitted a detailed letter to the SEC, explaining that both custodial and non-custodial staking services are distinct from traditional investment contracts.

While the SEC recently delayed its decision on Bitwise’s Ether ETH staking ETF, analysts believe this guidance significantly improves the likelihood of approval by late 2025.

A Notable Shift in Regulatory Tone

This guidance reflects a shift away from the SEC’s previous enforcement-heavy stance. Marcin Kazmierczak of RedStone described it as an “evolutionary step,” noting that the foundation is being laid for a more structured and inclusive regulatory framework.

Since January, the SEC’s dedicated Crypto Task Force — led by Commissioner Hester Peirce — has been working on regulatory reports expected in the coming months.

Mangiero concluded, “We’ve consistently argued staking is not an investment — it’s how blockchains function. This guidance is meaningful recognition of that fact.”

The U.S. Securities and Exchange Commission has once again delayed its decision on Grayscale’s Dogecoin and 21Shares’ XRP ETF applications. Investors had expected a decision in May, but the SEC has extended the review process for these crypto asset filings. 

The proposed Dogecoin and XRP ETFs aim to provide institutional investors with access to digital assets. 21Shares submitted its XRP ETF application in February, while Grayscale filed its Dogecoin ETF application in March, following the DOGE Trust. These applications are being evaluated under frameworks related to investor protection and anti-fraud measures. U.S. Securities and Exchange Commission has now pushed the decision date for the XRP ETF to June 17. A similar date is expected for the Dogecoin ETF. This delay does not mean the applications have been rejected, but uncertainty remains. 

Crypto ETF Approval Process and Expert Commentary 

The U.S. financial regulator approach is not limited to Dogecoin and XRP. Last week, the agency also delayed a decision on a Solana ETF application, highlighting its thorough review process for all altcoin ETFs. 

Bloomberg Senior ETF Analyst James Seyffart said delays in crypto ETFs are normal. According to him, U.S. Securities is utilizing the full process to evaluate 19b-4 filings. Specifically for XRP, Seyffart noted that early approval in June is also a possibility. 

Delays on spot crypto ETFs are expected. A bunch of XRP ETPs have dates in next few days.

Experts view the process as a security filter. The U.S. financial regulator is taking steps to protect investors and maintain transparency in the market. The involvement of major companies like Grayscale and 21Shares increases the likelihood of approval. Despite these developments, the crypto market remains calm. At the time of writing, Dogecoin is trading at $0.2264 and XRP at $2.355. An ETF approval could lead to a price increase. Investors are closely watching these updates. Ultimately, U.S. Securities and Exchange Commission delay did not create immediate pressure on the market.
