										<content:encoded><![CDATA[<p>Though some people have concerns that it will impede the development of <strong>artificial intelligence</strong> in the United States, billionaire tech entrepreneur <strong>Elon Musk</strong> has expressed support for California&#8217;s disputed <strong>SB 1047 AI</strong> safety legislation. In an August 27 post on his social networking site X, Musk wrote, &#8220;I<em> think California should probably pass the SB 1047 AI safety bill</em>,&#8221; admitting the decision as &#8220;a tough call&#8221; probably to anger some but praising the proposal.</p>
<p>A long-time advocate of artificial intelligence control, <strong>Musk</strong> said that AI should be under control in accordance with other technologies capable of endangering the whole population. Originally proposed by Democratic legislators in February, the formally titled &#8220;Safe and Secure Innovation for Frontier Artificial Intelligence Models Act&#8221; aims to control safety protocols for artificial intelligence developers. These actions include a necessary &#8220;emergency stop&#8221; button for artificial intelligence models and are aimed at preventing disastrous results such as major cyberattacks or mass deaths.</p>
<p><strong>Silicon Valley</strong> has vigorously objected to the proposed rules. Former Google engineer Guillaume Verdon, founder of stealth AI company Extropic, slammed the proposal, cautioning against government overreach and establishing a hazardous precedent. Verdon said that an authoritarian government with shadow control over powerful artificial intelligence systems posed a greater risk than artificial intelligence itself. He expressed concerns about how the bill would let government-mandated backdoors in artificial intelligence systems proliferate.</p>
<p>Chief strategy officer of <strong>OpenAI</strong>, Jason Kwon, expressed similar concerns and warned that the proposal would stifle innovation and drive Californians out of the state. Notable figures include Speaker Emerita Nancy Pelosi, Representative Ro Khanna, and technology giants like Andreessen Horowitz and Meta who have also rejected the idea.</p>
<p>Despite criticism, supporters of artificial intelligence safety—including California State Senator Scott Wiener, who co-authored the measure—have defended it as absolutely essential for public safety and national security. Dan Hendrycks, Director of the Center for AI Safety, supported Musk&#8217;s support, stressing the significance of the bill&#8217;s clauses, which include annual third-party assessments of AI safety procedures and the establishment of a new Frontier Model Division (FMD) to assure compliance.</p>
<p>As debate continues, the <strong>SB 1047</strong> proposal will likely have long-lasting effects for the AI industry and public safety, therefore altering the topography of AI research and control in the United States even if its future is still undetermined.</p>

										<content:encoded><![CDATA[<p>Among Silicon Valley&#8217;s tech sector, a <strong>California bill</strong> mandating <strong>AI developers</strong> to implement safety measures to prevent &#8220;critical harms&#8221; against humanity has generated buzz.</p>
<p>Under <strong>California&#8217;s</strong> &#8220;<em>Safe and Secure Innovation for Frontier Artificial Intelligence Models Act</em>,&#8221; sometimes referred to as SB 1047<strong>, AI developers</strong> would be obliged to follow safety procedures to stop events such as mass fatalities or large cyberattacks.</p>
<p>The proposed rules also mandate an &#8220;emergency stop&#8221; button for artificial intelligence models, call for yearly third-party audits of <strong>AI safety</strong> standards, establish a new Frontier Model Division (FMD) to supervise compliance, and apply hefty fines for infractions.</p>
<p>Congress has objected, though, with US Congressman Ro Khanna releasing a statement on Aug. 13 opposing SB 1047, expressing concern that <em>&#8220;the bill as currently written would be ineffective, punish individual entrepreneurs and small businesses, and hurt <strong>California&#8217;s</strong> spirit of innovation.&#8221;</em></p>
<p>Representing Silicon Valley, Khanna said,<em> &#8220;To protect workers and address potential risks including misinformation, deepfakes, and an increase in wealth disparity,</em>&#8221; <strong>AI legislation</strong> is needed.</p>
<p>Silicon Valley has also opposed the measure, with venture capital companies like Andreessen Horowitz claiming it will tax entrepreneurs and discourage creativity.</p>
<p>Claiming it would &#8220;<em>burden startups because of its arbitrary and shifting thresholds</em>,&#8221; 16Z chief legal officer Jaikumar Ramaswamy wrote a letter to Senator Scott Wiener, one of the bill&#8217;s authors, on Aug. 2.</p>
<p>Prominent industry researchers like Fei-Fei Li and Andrew Ng, who feel it will damage the <strong>AI ecosystem</strong> and open-source development, have also objected.</p>
<p>Computer scientist Li told <a href="https://fortune.com/2024/08/06/godmother-of-ai-says-californias-ai-bill-will-harm-us-ecosystem-tech-politics/">Fortune</a> on August 6: <em>&#8220;If passed into law, SB-1047 will harm our budding <strong>AI ecosystem</strong>, especially the parts of it that are already at a disadvantage to today&#8217;s tech giants: the public sector, academia, and &#8216;little tech.'&#8221;</em></p>
<p>Big tech firms argue, meanwhile, that overregulation of artificial intelligence could stifle free expression and drive tech innovation outside of <strong>California</strong>.</p>
<p>In a June article on X, Meta&#8217;s main artificial intelligence scientist, Yann LeCun, warned the law will impede research initiatives, arguing <em>&#8220;regulating R&amp;D would have apocalyptic consequences for the <strong>AI ecosystem</strong>.&#8221;</em></p>
<p>Currently headed to the Assembly, where it must pass by Aug. 31, the measure passed the Senate with bipartisan backing in May.</p>
