The state of Arizona<\/strong> has taken a significant step toward the state-level adoption of cryptocurrencies<\/strong>. On April 28, the Arizona House of Representatives<\/strong> approved two critical bills that pave the way for the creation of a Bitcoin and crypto reserve<\/strong> in the state.<\/p>\n

The first bill, Senate Bill 1025 (SB1025)<\/strong>, also known as the “Arizona Strategic Bitcoin Reserve Act,”<\/strong> passed<\/a> the House with a vote of 31 to 25. This legislation allows up to 10% of the state treasury\u2019s funds to be invested in virtual currencies<\/strong>, particularly Bitcoin (BTC)<\/strong>. SB1025 also includes provisions for Arizona to include its assets in a national Strategic Bitcoin Reserve<\/strong>, should one be established by the U.S. Department of the Treasury<\/strong>.<\/p>\n

The second bill, Senate Bill 1373 (SB1373)<\/strong>, passed with a vote of 37 to 19. It establishes a “Digital Assets Strategic Reserve Fund”<\/strong>, designed to manage both budget allocations made by the state legislature and digital assets seized through criminal proceedings<\/strong>. With this framework, Arizona aims to manage not just Bitcoin but a range of digital asset classes<\/strong> in a strategic manner.<\/p>\n

Both bills had previously passed the Arizona Senate<\/strong> on February 27. As there were no amendments made in the House, they now await final approval from Governor Katie Hobbs<\/strong>. Although Hobbs had previously stated she would not sign any bills without a bipartisan budget agreement, recent developments suggest she may reconsider.<\/p>\n

Arizona Takes Legal Steps on Bitcoin Mining<\/h3>\n

Another key bill, HB 2342<\/strong>, is also heading to the governor\u2019s desk. It protects individuals who engage in Bitcoin mining<\/strong> or operate blockchain nodes<\/strong> from municipal and county-level restrictions on zoning and usage, especially when conducted from private residences.<\/p>\n

Meanwhile, former U.S. President Donald Trump<\/a><\/strong> and several Republican lawmakers<\/strong> have pushed for the creation of a federal-level “Digital Asset Stockpile”<\/strong> and “Strategic Bitcoin Reserve.”<\/strong> Wyoming Senator Cynthia Lummis<\/strong> introduced a bill that would allow the federal government to hold over 1 million BTC<\/strong>, including assets acquired through civil or criminal forfeiture.<\/p>\n

If Governor Hobbs signs these bills, Arizona<\/strong> will make history as the first state in the U.S. to legally establish cryptocurrency reserves<\/strong>. This move could position the state as a national leader in both crypto investment policy<\/strong> and digital asset management<\/strong>.<\/p>\n

The recognition of cryptocurrencies as strategic assets<\/strong> by governments is opening the door to a new era in the sector. Arizona\u2019s initiative could significantly accelerate institutional and public acceptance of Bitcoin<\/strong> in the United States.<\/p>\n
