However, he emphasized that this approach no longer carries the same meaning today. According to Buterin, there are two main reasons for this: first, the technical progress of many L2 projects has fallen short of expectations; second, Ethereum\u2019s Layer-1 (L1) itself has begun scaling directly, which undermines the old model.<\/p>\n<p data-start=\"1122\" data-end=\"1586\">According to the Ethereum founder, scaling should fundamentally mean \u201cproducing large block space secured by Ethereum\u2019s full security.\u201d In this context, Buterin stated that a high-throughput chain connected to Ethereum only via a multisig bridge cannot truly be considered as scaling Ethereum. Such structures may be related to the Ethereum ecosystem, but without full security and integrity integration with L1, they do not meet the definition of genuine scaling.<\/p>\n<p data-start=\"1588\" data-end=\"1743\">Buterin noted that L2s were initially designed almost like \u201cbranded shards\u201d of Ethereum. However, current developments on the Ethereum mainnet \u2014 including:<\/p>\n<ul>\n<li data-start=\"1747\" data-end=\"1769\">Increased gas limits<\/li>\n<li data-start=\"1772\" data-end=\"1807\">Persistently low transaction fees<\/li>\n<li data-start=\"1810\" data-end=\"1852\">Major capacity increases planned by 2026<\/li>\n<\/ul>\n<p data-start=\"1854\" data-end=\"2031\">have weakened the role of L2s as a mandatory scaling solution. For this reason, he argued that describing some L2s as structures that \u201cscale Ethereum\u201d may no longer be accurate.<\/p>\n<h3 data-start=\"2033\" data-end=\"2074\"><span class=\"ez-toc-section\" id=\"Regulation_Factor_and_Security_Debate\"><\/span>Regulation Factor and Security Debate<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p data-start=\"2075\" data-end=\"2621\">Buterin also pointed out that some L2 projects may avoid fully adopting Ethereum\u2019s security model not only for technical reasons but also due to regulatory considerations. He noted that such projects may want to offer users greater control, which can be a legitimate choice in its own context. However, in such cases, these structures cannot be defined as \u201cscaling solutions\u201d in the sense envisioned by Ethereum\u2019s rollup-centric roadmap. According to Buterin, this is not a problem, as Ethereum has already begun scaling directly at the L1 level.<\/p>\n<p data-start=\"2623\" data-end=\"2809\">In Buterin\u2019s view, L2s should no longer be seen as official extensions of Ethereum, but rather as part of a spectrum with varying degrees of connection to Ethereum. Under this framework:<\/p>\n<ul>\n<li data-start=\"2813\" data-end=\"2875\">Some L2s may be strongly integrated with Ethereum\u2019s security<\/li>\n<li data-start=\"2878\" data-end=\"2921\">Others may adopt more independent designs<\/li>\n<\/ul>\n<p data-start=\"2923\" data-end=\"3020\">This diversity could allow users to choose between different security and performance trade-offs.<\/p>\n<h3 data-start=\"3022\" data-end=\"3063\"><span class=\"ez-toc-section\" id=\"Emphasis_on_Native_Rollup_Precompiles\"><\/span>Emphasis on Native Rollup Precompiles<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p data-start=\"3064\" data-end=\"3293\">Buterin also stressed that Ethereum should place greater emphasis on the \u201cnative rollup precompile\u201d approach. This model envisions ZK-EVM proofs being verified directly within the Ethereum protocol itself. Such a structure would:<\/p>\n<ul>\n<li data-start=\"3297\" data-end=\"3338\">Automatically update alongside Ethereum<\/li>\n<li data-start=\"3341\" data-end=\"3384\">Be fixable via hard forks in case of bugs<\/li>\n<li data-start=\"3387\" data-end=\"3455\">Eliminate the need for a security council, offering a safer design<\/li>\n<\/ul>\n<p data-start=\"3457\" data-end=\"3575\">He added that this approach could also unlock more advanced technical capabilities, such as synchronous composability.<\/p>\n<h3 data-start=\"3577\" data-end=\"3629\"><span class=\"ez-toc-section\" id=\"Which_Altcoins_Are_Affected_by_These_Statements\"><\/span>Which Altcoins Are Affected by These Statements?<span class=\"ez-toc-section-end\"><\/span><\/h3>\n<p data-start=\"3630\" data-end=\"3734\">Buterin\u2019s message directly concerns L2 altcoins within the Ethereum ecosystem.
