A quiet internal audit, an unexpected transfer and all that remained was a USB drive. In Seoul’s Gangnam district, authorities discovered that 22 Bitcoin held in custody since 2021 had vanished. Roughly $1.5 million worth of assets were found to have been digitally moved to other addresses, even though the physical cold wallet itself was still in police possession.

What makes the situation stranger is that while the USB device remained with police, the digital assets inside had already been transferred elsewhere.

What happened and how was it discovered?

The Bitcoin were voluntarily surrendered by suspects during an investigation in November 2021. Because the case was later suspended, the assets were not actively monitored for a long period. That changed only after a separate loss in Gwangju triggered nationwide routine inspections.

During the internal review, investigators found the following: the USB-style cold wallet was still held by police but the BTC inside was gone.

This detail matters. Since the hardware was not stolen, it suggests the private keys may have been accessed by a third party. Early findings indicate that the wallet password was leaked, enabling unauthorized transfers.

The Gyeonggi Northern Provincial Police Agency has launched a formal internal investigation to clarify the circumstances and rule out any internal involvement. Access logs, key management procedures, and on-chain activity are all under review. For now, no staff members have been publicly accused.

Not a technical exploit human error

Sources close to the case say the Bitcoin were stored on a portable USB device rather than a more robust institutional custody system. There are also indications that the wallet password was exposed during a routine inspection.

This mirrors a pattern seen repeatedly in recent crypto losses: assets are often compromised not through sophisticated hacks, but through social engineering and weak internal controls. Phishing attacks aren’t technical they’re deceptive. One trusting click, and the consequences can be massive.

A brief side note: claims that 320 BTC seized in Gwangju were lost after investigators accidentally accessed a phishing site helped trigger the broader inspection wave.

Authorities are now reviewing blockchain transaction records to determine whether the missing BTC were sent to external wallets. So far, no recovery has been announced publicly, and details remain limited while the investigation continues.

Seizure of digital assets is becoming institutionalized in South Korea

This incident sits within a larger framework. In South Korea, the seizure of digital assets has gradually become formalized following landmark Supreme Court rulings confirming that cryptocurrencies can be treated as property under the Criminal Procedure Act.

In March 2024, the Gwangju District Prosecutors’ Office also attempted to recover Bitcoin worth approximately 170 billion won in connection with another illegal gambling operation. State capacity is clearly expanding yet this case highlights persistent gaps in custody and internal control.

Global cryptocurrency markets have increasingly been shaped by regulatory direction, and recent signals from South Korea suggest a potentially significant shift ahead. The country is preparing a comprehensive regulatory process aimed at integrating digital assets more firmly into its financial system. For Bitcoin and major altcoins, this development could mark the beginning of a new institutional phase in one of Asia’s most active crypto markets.

Spot Crypto ETFs Move to the Legislative Agenda

South Korea’s National Assembly is expected to begin substantive legislative discussions in February regarding spot cryptocurrency exchange-traded funds (ETFs). At the center of these talks are proposed amendments to the Capital Markets Act, which would allow local financial institutions to issue and list spot crypto ETFs on regulated exchanges.

If implemented, this framework would represent a major step toward bridging traditional finance and digital assets. Spot ETFs could provide investors with exposure to cryptocurrencies without the need for direct custody, a structure that is particularly appealing to institutional players constrained by compliance and risk-management requirements.

Regulatory Authorities Signal Clear Support

The initiative is not limited to lawmakers alone. South Korea’s Financial Services Commission (FSC) has publicly expressed its support for the proposed legal changes. The regulator stated that it plans to implement the necessary supervisory and regulatory adjustments in parallel with parliamentary discussions.

This coordinated approach suggests that the process is designed to move beyond theoretical debate and toward practical execution. Market participants often view such alignment between legislators and regulators as a key indicator of policy follow-through.

Crypto’s Role in the 2026 Economic Growth Strategy

The government’s recently announced “2026 Economic Growth Strategy” further underscores a shift in how digital assets are perceived. Rather than framing crypto primarily as a regulatory risk, the new strategy places greater emphasis on institutional recognition and sector development.

One of the most notable elements of this roadmap is the explicit objective to introduce spot ETFs for major cryptocurrencies, including Bitcoin. Analysts argue that this could open the door for pension funds, large corporations, and asset managers to enter the market more actively, potentially increasing liquidity and market depth.

Stablecoin Regulation Takes Shape

Alongside ETFs, stablecoins represent another critical focus area. Authorities are preparing a two-phase legislative process to establish a formal framework for stablecoin issuance. Under the proposed structure, issuers would require authorization and sufficient capital backing, while issued stablecoins would need to be supported by reserves exceeding 100 percent.

Additionally, user redemption rights are expected to be legally protected. The government also aims to address cross-border use cases, positioning stablecoins as tools for blockchain-based trade and international payments.

What This Means for the Market

Taken together, these developments indicate that South Korea is positioning itself for a more institutional, regulated, and scalable crypto market. The introduction of spot ETFs and clear stablecoin rules could support medium- to long-term demand for both Bitcoin and altcoins, reinforcing Asia’s role in the next phase of global crypto adoption.

As South Korea is crypto market continues to make headlines, Naver is now taking a significant step toward Upbit, the country’s largest cryptocurrency exchange. A merger plan based on a stock swap with Dunamu, the company behind Upbit, is currently on the agenda.

This move positions Upbit to evolve beyond a simple crypto exchange and become the core of a much larger digital finance ecosystem — a major goal behind the new structure being proposed.

What Is The Naver?

Naver is far more than an ordinary search engine. It is a comprehensive online service ecosystem deeply integrated into the daily lives of South Koreans. Founded in 1999, Naver has become the dominant search portal in South Korea, surpassing global giants like Google in the local market.

What Is a Stock Swap Acquisition?

Naver’s fintech branch, Naver Financial, is currently holding merger talks with Dunamu through a stock exchange agreement. The deal is referred to as a “comprehensive stock swap.” With this structure, Dunamu could become a 100% subsidiary of Naver Financial. The stock swap ratio is estimated to be between 1 Dunamu share for 3 to 4 Naver Financial shares.

What Are the Transformation Goals?

One of the primary motivations is to create a stablecoin pegged to the South Korean Won, aiming to secure a significant position in the crypto market. With the integration of Naver Pay and Upbit’s infrastructure, this new stablecoin is expected to be used across both payment and trading environments, making it a central instrument for transactions.

According to various analyst reports, the stablecoin sector alone could generate up to 300 billion Won annually by 2030. In other words, Naver envisions transforming itself not just into a search or content platform, but into a powerful “super app” that combines crypto payments and trading.

Upbit’s liquidity base and crypto trading volume could significantly support Naver’s payment and e-commerce activities. This merger could enable Naver to compete much more aggressively with both local and global rivals in the digital finance space.

Binance has officially completed the acquisition of South Korean cryptocurrency exchange Gopax, following a two-year regulatory delay, according to local media reports. The South Korean Financial Intelligence Unit (FIU) approved the change in Gopax’s key executives this week. Binance initially became Gopax’s largest shareholder in 2023 with a 67% stake.

The approval comes after prolonged concerns over potential anti-money laundering risks. Local authorities had previously postponed the full acquisition due to these issues. Resolution of Binance’s compliance challenges in the U.S., including a $4.3 billion settlement with the Securities and Exchange Commission (SEC) and Department of Justice, appears to have influenced the South Korean decision.

Strategic Importance for Binance

Gopax is one of the five South Korean exchanges authorized for cash-to-crypto transactions, requiring strict know-your-customer (KYC) and anti-money laundering (AML) compliance. Binance’s acquisition allows it to reenter one of Asia’s largest crypto markets.

Binance CEO Changpeng “CZ” Zhao has shown increasing interest in South Korea and other Asian regions. South Korea’s thriving crypto ecosystem, strong talent pool, and active entrepreneurship make it a key strategic market for Binance’s blockchain and Web3 expansion.

The Gopax acquisition also comes after a 2023 withdrawal crisis. Genesis Global Capital (GGC), Gopax’s DeFi partner, froze $47 million in customer funds linked to Gopax’s GoFi product, following GGC’s Chapter 11 filing after the FTX collapse. Binance stepped in to provide liquidity and stabilize Gopax.

Market Implications

Upbit currently dominates the South Korean crypto market with over 72% market share. Binance’s return via Gopax could gradually shift market dynamics, attracting users with renewed confidence in liquidity and compliance.

BNB, Binance’s native token, has seen a one-month price surge of roughly 50%, reaching a peak of $1,370 before trading around $1,186, down 2% in the last 24 hours. Trading volume decreased by 40%, indicating moderate investor caution but overall positive market sentiment.

The acquisition underscores Binance’s commitment to regional growth and regulatory alignment, solidifying its position as a global crypto leader.

US President Donald Trump, in his statements in Washington, expressed his satisfaction with the rise in the stock market while turning his attention to developments in South Korea. Trump said, “It is pleasing to see stocks going up. However, what is happening in South Korea is noteworthy. I don’t know if this is a liquidation or a revolution. If something like that happens, it would be impossible to do business there.”

Trump’s remarks about “liquidation or revolution” refer to structural transformations and political tensions in South Korea. However, according to analysts, there is no sudden revolution or destructive crisis; rather, economic reforms, diplomatic balancing efforts, and tensions originating from North Korea are coming to the forefront.

Trade and Defense at the Forefront of the Summit

On August 25, at the summit held between the US and South Korea, the two countries decided to strengthen cooperation in trade and defense. South Korea pledged investments in strategic sectors such as semiconductors, shipbuilding, and battery production. As part of the shipbuilding plan announced by Trump under the slogan “Make America Shipbuilding Great Again (MASGA),” South Korea committed to an investment of $150 billion.

The South Korean National Assembly passed a significant law changing the governance structure of large corporations. The new regulation stipulates that audit committee members will be elected through separate votes and facilitates minority shareholders’ representation. This step aims to reduce the long-debated “Korea discount” issue in the South Korean stock market. However, the business community voiced objections, warning that the reforms could increase management conflicts.

China and North Korea Factor

Before the summit, the Seoul administration sent a message to Beijing calling for the “normalization” of economic relations. In this way, South Korea is trying to pursue a balanced foreign policy with both the US and China.
On the other hand, harsh statements from North Korea are increasing tensions in the region. Kim Yo Jong accused South Korea of being a “proxy of the US” while rejecting the possibility of dialogue between the two countries.

Terraform Labs co-founder Do Kwon is set to plead guilty in a U.S. court to two charges — “conspiracy to defraud” and “wire fraud” — in connection with the $40 billion collapse of the TerraUSD (UST) stablecoin in 2022. This decision marks a major turning point after Kwon had previously denied all allegations.

Do Kwon’s Guilty Plea and Latest Developments

During the U.S. court hearing, the judge confirmed that Do Kwon will admit guilt to the two main charges of conspiracy to defraud and wire fraud. This development is considered a critical step in the legal process surrounding the collapse of TerraUSD, which sent shockwaves through the crypto market.

The TerraUSD Crisis and Do Kwon’s Legal Journey

In 2022, TerraUSD (UST) — a stablecoin with a market value of $40 billion — and its sister token Luna collapsed, creating a massive shock in the crypto market. Billions in investor funds were wiped out, many firms went bankrupt, and the broader market entered a deep crisis.

Following the collapse, Do Kwon faced multiple serious charges including fraud, market manipulation, money laundering, and wire fraud. In 2023, he was arrested in Montenegro while attempting to flee with a forged passport and was held for nearly a year before being extradited to the United States.

In April 2025, the U.S. Securities and Exchange Commission (SEC) sued Kwon and Terraform Labs, accusing them of misleading investors. Kwon agreed to pay $4.47 billion in damages and liquidate company assets to compensate victims.

A Key Turning Point for the Crypto Industry

Kwon’s guilty plea is seen as one of the most significant legal moments in the history of altcoin and blockchain-related cases. It also reflects growing regulatory scrutiny over algorithmic stablecoins and complex financial models.

The case highlights the challenges of prosecuting cross-border crypto crimes. The jurisdictional dispute between the U.S. and South Korea revealed just how complicated regulation and enforcement can be in a market without clear geographic boundaries.

US President Donald Trump announced that a 15% customs duty will be applied to products imported from South Korea under a new trade agreement. According to the statement made by the White House, the new tax rate will come into effect on August 1.

The agreement was reached after months of negotiations by Trump and high-level talks with South Korean President Lee Jae-myung. The parties aimed to reduce trade imbalances and increase mutual investments.

Trump stated, “This agreement is a historic victory for America. We will now acquire Korean goods with reasonable taxes, but in return, we have secured billions of dollars in investment and energy commitments.”

Investment and Energy Package

According to the agreement, South Korea will make an investment of 350 billion dollars in strategic sectors such as semiconductors, shipbuilding, batteries, and nuclear energy in the United States over the next five years. Additionally, the South Korean government and private companies are expected to import 100 billion dollars worth of liquefied natural gas (LNG) and other energy products from the US.

This article may also interest you: Net Inflows into Spot Bitcoin and Ethereum ETFs: How Much?

In return for these investments, the Trump administration secured duty-free access for US products in the South Korean market. This exemption is particularly notable for automobiles and agricultural products.

Following the announcement of the agreement, South Korean automotive giants Hyundai and Kia saw significant declines in their stock prices. Hyundai shares fell by 4.5% on the Seoul Stock Exchange, while Kia dropped by 6.6%. Experts pointed out that rising costs in the US market could negatively affect the competitiveness of Korean companies.

Is the “Tariff Strategy” Continuing?

Trump, in his second term, took a more aggressive approach to trade policies by imposing tariffs on many countries. In February 2025, under the “Liberation Day Tariffs,” customs duties as high as 145% were applied to products imported from China. Tariffs of 25% on South Korea were delayed, and the parties were given a negotiation period.

With the new agreement, South Korea is exempt from these high tariffs. However, trade experts note that pressure may increase on other allied countries, and similar agreements may come to the agenda.

The agreement has been generally well received by industry lobbies in the US, but some are concerned about its long-term effects. Particularly, members of the Democratic Party are uncomfortable with the Trump administration implementing the agreement without Congress’s approval.

On the other hand, concerns are rising in South Korean public opinion as well. Opposition parties argue that the large investment and energy commitments made under pressure from the US could burden the country’s economy.

XION took its first step in the Asia-Pacific region with South Korea, and announced its new initiative called the “APAC Expansion,” aiming to expand into major markets like China, Japan, Singapore, Hong Kong, and India. To simplify participation and accelerate integration into the project, academic-style environments called “XION House” are being established; these hubs bring together local communities, creative professionals, and academics.

As part of the launch phase of this new program, campaigns are planned where participants will be rewarded with $100,000. These rewards are designed to both encourage local participants and ensure rapid entry into the XION ecosystem.

XION’s Technology: “Chain Abstraction” and Mobile Power

XION is recognized for its L1 walletless transaction-oriented architecture. The platform simplifies user experience drastically with a structure called Chain Abstraction, which abstracts processes like signing, paying fees, and account creation—resulting in a Web2-like experience. Moreover, thanks to the mobile development kit called Dave, released by XION, iOS and Android developers can create applications that run blockchain technology in the background. Users can log in using OAuth-style flows, without having to manage wallets or tokens. This opens the door to approximately 18 million mobile developers worldwide.

To reward influential creators within the community, XION launched an event called the “RISE/Kaito Leaderboard Campaign.” In this three-month contest, a total of 100,000 $XION is being distributed. Creators from China and Korea compete in region-specific categories with their own reward pools. Each week, 8 featured content creators receive spotlight and bonus rewards.

As decentralized finance rapidly evolves, South Korea—a leading tech hub in Asia—is witnessing a dramatic pivot. The country’s ambitious digital currency project has hit the brakes, as local banks eye more lucrative stablecoin opportunities.

The Bank of Korea has officially paused the second phase of its central bank digital currency (CBDC) tests. Initiated in April, these tests were meant to evaluate the use of a digital won in real-world payments. However, recent government support for stablecoins appears to have shifted the momentum.

High Costs and No Clear Plan Push Banks Away

Sources from the seven participating banks say the CBDC project was already “on the verge of collapse.” The main reason? High costs and lack of a clear commercialization roadmap. Though over 100,000 users joined the initial trial, banks argue there’s little incentive to continue without policy clarity.

You Might Be Interested In: Elon Musk Talks About the Name of a New Memecoin!

Meanwhile, the government, under newly elected President Lee Jae-myung, is actively promoting stablecoins. A new bill tabled this month allows companies to issue Korean won-pegged stablecoins with a minimum capital of 500 million won (about $370,000). That legislation is quickly reshaping the country’s crypto landscape.

Won-Pegged Stablecoin Initiative Gains Traction

Eight major South Korean banks are now forming an alliance to launch a won-backed stablecoin by 2025. This group includes several CBDC trial participants: KB Kookmin, Shinhan, Woori, and NongHyup.

The move signals a significant shift in strategy. Banks appear more interested in building independent crypto products that offer tangible revenue streams rather than supporting costly central bank projects.

Following the announcement, local fintech stocks reacted swiftly. KakaoPay fell 7%, Hecto Financial dropped 5%, while KB Financial Group and Shinhan saw slight gains of 0.8% and 1.6%, respectively.
