Elon Musk Backs Controversial AI Safety Bill Amid Industry Concerns

Though some people have concerns that it will impede the development of artificial intelligence in the United States, billionaire tech entrepreneur Elon Musk has expressed support for California’s disputed SB 1047 AI safety legislation. In an August 27 post on his social networking site X, Musk wrote, “I think California should probably pass the SB 1047 AI safety bill,” admitting the decision as “a tough call” probably to anger some but praising the proposal.

A long-time advocate of artificial intelligence control, Musk said that AI should be under control in accordance with other technologies capable of endangering the whole population. Originally proposed by Democratic legislators in February, the formally titled “Safe and Secure Innovation for Frontier Artificial Intelligence Models Act” aims to control safety protocols for artificial intelligence developers. These actions include a necessary “emergency stop” button for artificial intelligence models and are aimed at preventing disastrous results such as major cyberattacks or mass deaths.

Silicon Valley has vigorously objected to the proposed rules. Former Google engineer Guillaume Verdon, founder of stealth AI company Extropic, slammed the proposal, cautioning against government overreach and establishing a hazardous precedent. Verdon said that an authoritarian government with shadow control over powerful artificial intelligence systems posed a greater risk than artificial intelligence itself. He expressed concerns about how the bill would let government-mandated backdoors in artificial intelligence systems proliferate.

Chief strategy officer of OpenAI, Jason Kwon, expressed similar concerns and warned that the proposal would stifle innovation and drive Californians out of the state. Notable figures include Speaker Emerita Nancy Pelosi, Representative Ro Khanna, and technology giants like Andreessen Horowitz and Meta who have also rejected the idea.

Despite criticism, supporters of artificial intelligence safety—including California State Senator Scott Wiener, who co-authored the measure—have defended it as absolutely essential for public safety and national security. Dan Hendrycks, Director of the Center for AI Safety, supported Musk’s support, stressing the significance of the bill’s clauses, which include annual third-party assessments of AI safety procedures and the establishment of a new Frontier Model Division (FMD) to assure compliance.

As debate continues, the SB 1047 proposal will likely have long-lasting effects for the AI industry and public safety, therefore altering the topography of AI research and control in the United States even if its future is still undetermined.
